Job Summary The mission of Facilities Management is to provide the Dalhousie community with an inviting, safe and sustainable environment which supports and enhances an inspiring experience in learning, living, working and research. Reporting to the Utilities Manager, the Utilities Supervisor is responsible for effective and efficient client focused maintenance, repairs, preventive maintenance and maintenance related renovations of University facilities within the Halifax Campuses.
Key Responsibilities
  • Compiles an annual forecast of staffing, material and contractor requirements and prepares a budget for review by the Trades Services Manager and Utilities Manager in the development of the overall annual Trades Services budget. Monitors and manages expenditures and recoveries throughout the year.
  • Utilizes FAMIS to plan, assign, direct and schedule the maintenance, repair, preventative maintenance and maintenance related renovation work performed in-house Utilities trade staff and external contractors in a cost-effective manner.
  • Develops scope of work to be performed by external contractors and vendors, pursues quotes, generates purchase requisitions, liaises with vendor, monitors progress and authorizes invoices for payment upon satisfactory completion of work in accordance with the University purchasing and tendering guidelines.
  • Investigates, analyses and resolves complex building maintenance issues such as indoor air quality concerns, heating and ventilation problems and electrical power supply issues.
  • Effectively manages a large group of trades employees in a manner that promotes a team environment, complies with the terms of the Collective Agreement, and fulfills the mission and vision of Facilities Management.
  • Ensures that staff are adequately trained in all facets of safety as it pertains to the execution of their duties. Performs regular site inspections to ensure all work performed by staff and external contractors is performed in accordance with applicable safety regulations, policies and procedures.
Note Due to operational requirements, the successful applicant is required to work in-person on campus.
Dalhousie’s vaccine mandate has been suspended at this time, and employees no longer need to provide proof of full vaccination. However, health and safety risks to our community will continue to be monitored and a vaccine mandate may be reinstated if necessary.
Required Qualifications
  • Recognized certificate in Construction Management and/or a recognized certificate in a related-trade discipline, plus approximately ten year’s related construction and/or maintenance related work with extensive supervisory, HVAC, building automation and utilities infrastructure experience (or equivalent combination of training and experience).
  • Proven people skills and proficiency in the management and supervision of unionized staff.
  • Ability or organize several concurrent activities.
  • Ability to provide for effective staff training.
  • Ability to read and interpret blue prints.
  • Good oral and written communication skills.
  • Computer skills, which, at a minimum, include word processing and spreadsheet applications and navigation in FAMIS.
