Thunderbird Partnership Foundation is a Non-profit that supports a variety of initiatives that advocate for First Nations culturally based substance use and mental wellness services. Thunderbird’s vision is to cultivate and empower relationships that connect us to our cultural strengths and identity within wholistic and healthy communities. Thunderbird is a leading authority on Indigenous addictions and mental wellness research. We offer a variety of resources (guidebooks, toolkits, fact sheets, Thunderbird Wellness app, training curriculum) to support First Nations in their community planning. We offer training (self-directed and virtual) grounded in Indigenous Knowledge to National Native Alcohol & Drug Addiction Program (NNADAP) and National Youth Solvent Abuse Program (NYSAP) treatment centre workers and First Nations community wellness workers, to support special skills and knowledge needed to work effectively with First Nations communities.

We are currently looking to fill the position of Training Curriculum Developer. This is a full-time, in office position. Our head office is in South Western Ontario.

Position Purpose

Under the general supervision of the Training and Education Manager, and as part of the various workgroups and teams, the Training Curriculum Developer will develop, design, and update instructional material, coordinate the implementation of courses, and complete course assessments utilizing standards to assess the effectiveness of the courses along with other key dimensions. The Curriculum Developer will work in collaboration with the Training and Education Team to develop courses using best practices in a range of instructional modes. The incumbent plays an integral role in ensuring quality assurance and maintaining the integrity and quality of Thunderbird’s Training and Education program. The Curriculum Developer will use a foundation of Indigenous Knowledge and other evidence as appropriate and various training methods to ensure maximum impact and benefit for participants as well as the successful implementation of their learning. The Curriculum Developer will ensure the usage of virtual on-line platforms and virtual on-line learning as well as onsite learning to guide the process of knowledge transfer of best practices, expertise, tools, and resources.


The Training Curriculum Developer performs the following essential services within the framework of the Thunderbird Partnership Foundation’s core policies, functions and for the provision of essential services to its partners and stakeholders:

Curriculum Development

  • Assess and review existing training programs and courses by conducting a needs analysis using sound design principles
  • Maintain and update on an ongoing basis all instructional materials working collaboratively with the Training & Education Team
  • Develop and design instructional material including structure, content, and objectives of courses across various products and delivery channels including virtual instructor lead and self-paced learning
  • Design courses that meet the needs of the adult learner, writing and editing content ensuring readiness and usability
  • Develop training program and course curriculum driven by Indigenous pedagogies
  • Define an appropriate assessment performance criteria and standards for existing and new courses to effectively measure learning attainment of course objectives
  • Assess the effectiveness of training and education courses utilizing developed standards
  • Skilled in researching and evaluating standards in curriculum
  • Coordinate with other TPF staff with the review, development and revision of all programs and related curriculum documents and materials including curriculum guides, course outlines and training plans
  • Supporting the digital community of practice for a variety of training programs
  • Use known education principles and stay up to date on new training methods and techniquesSource and have on file appropriate publications and supplementary materials relevant to curriculum
  • Identify resources and materials that will support instructional practices and integrate them into training program area
  • Integrate technology to the curriculum in thoughtful and captivating ways
  • Develop measurement strategies that are engaging
  • Integrate instructors’ and learners’ feedback in course design, content and its efficiency in meeting learning objectives and building competencies
  • Analyze, training course evaluations, and reports to determine trends and respond with follow up training, redesign of course material, and/or information where required.
  • Facilitate courses occasionally

Knowledge Exchange

  • Engage with First Nations Community partners/stakeholders to promote the Thunderbird Partnership Foundation training and education courses and programs
  • Use effective communication skills to present information accurately and clearly
  • Support staff members and First Nation community partners/stakeholders in developing targeted knowledge exchange products, services, and resources
  • Provide assistance, consultation, and support to Thunderbird instructional/trainer personnel

Information Technology and Data

  • Demonstrate high proficiency in both technical and creative spaces.
  • Evaluate and advise on appropriate technology that meets the Thunderbird and stakeholders training requirements

Administrative Services and Control

  • Monitor course content for accuracy and ensure that online platforms are following confidentiality policies and privacy regulations
  • Monitor and report evaluation findings to the Training and Education Manager and recommend changes to enhance the training programs, online platforms, and online training delivery as appropriate
  • Support and operate within Thunderbird’s finance system and follow financial procedures relating to expenses and procurement
  • Compile, maintain, and file all physical and electronic reports, records, and other documents as required
  • Ensure compliance with safe and confidential protocols if accessing research projects

Professional Learning and Development

  • Develop and implement a personal and professional development plan targeted at core competencies to ensure continued growth and development of responsibility
  • Possess a good understanding of the core competencies and their implementation by self and colleagues
  • Participate and contribute freely to the continual improvement of Thunderbird Partnership Foundation programs and services by providing feedback and recommendations to ongoing organizational development initiatives
  • Remain updated on technical and professional associations and building networks with fellow professionals; and reviewing of professional publications related to area of responsibility
  • Participate in annual performance evaluation

Minimum Experience Required

  • Minimum of Five (5) Years of related experience in curriculum design, assessment, and development
  • Knowledge and experience in one or more:
    • Digital learning and authoring tools e.g., Articulate Suite (Studio and Storyline), Camtasia, Captivate
    • Learning Management Systems (UltiPro would be ideal)

Minimum Education

  • Bachelor’s degree or higher Education in Curriculum and Instruction, or related field AND Certification as Curriculum Developer eligibility

Additional Skills/Requirements

  • Understands principles and trends regarding the development of curriculum
  • Sound understanding of curriculum development and instructional design within an outcomes-based framework
  • Possesses skills in researching and evaluating standards in online learning, web-based platforms, and curriculum development
  • Effective research and design skills with attention to accuracy and detail
  • Knowledge of protocols and ethical practices relating to working with First Nations
  • Cultural competence and ability to interact effectively within Frist Nation communities/societies
  • Has knowledge of various methods of teaching and instruction
  • Experience in developing a blended learning curriculum
  • Excellent writing and public speaking skills, outstanding organizational and planning abilities
  • Possesses above average knowledge regarding technical writing and has knowledge of various needs assessment and research methods
  • Able to solve problems independently and manage projects and utilized creative problem-solving skills
  • Strong interpersonal, relationship building and conflict resolution skills
  • Works well within a team and a highly collaborative environment
  • Ability to work in a fast-paced work environment and manage competing work demands

  • Cultural and linguistic competency appropriate to service area
  • Knowledge of protocols and ethical practices relating to working with First Nations
  • Knowledge of First Nations traditions and customs including natural healing is a definite asset
  • Strong knowledge of learning management systems and web/digital delivery tools
  • MS Office proficiency
  • Ability to access work sites not accessible by public transportation


  • Fluency in English (Verbal and Written)
  • Use of or fluency in a First Nations language would be an asset

Working Environment

  • The position is an in office position, based in Ontario
  • May be required to travel, occasionally
