Compensation Range

Job Summary
The Senior Systems Analyst provides technical leadership in the analysis of existing or proposed systems-related business procedures, problems and user requirements and development of related strategies.  Responsibilities will include, but are not limited to, interacting with Users to analyzes systems hardware and software problems, and contribute to the design, provisioning and configuration of systems based on user needs. The Incumbents’ primary objective will be to support, maintain and improve the University’s Active Directory services, the Azure Active Directory Services and enterprise password vault technology, as part of the overall Identity and Access Management function. The Incumbent will  be required to provide after hours on-call support on a rotational basis.
Organizational Status

The Identity and Access Management function is a combination of business process management and technologies used to manage data on IT systems and applications about Users. The managed data includes user objects, identity attributes, security entitlements and authentication attributes.

As UBC’s User community continues to grow outside its traditional organizational boarders so does the complexity of the User ecosystem and the need to bolster information security controls. This leads to the need to validate Users with high degree of certainty, their entitlements to our provisioned IT services and access governance. With the increase in the User base the need to auto provision and de-provision with extreme accuracy is also required to ensure a sustainable operating model.

The Senior System Analyst position reports to the Manager, Identity and Access Management (IAM). Works independently and jointly within the IAM team. Collaborates with management and staff from UBC IT and OCIO as well as technology professionals across the UBC community, other administrative and academic units, and faculty to coordinate application support.  

Work Performed

Specific Duties:

  • Provides subject matter expertise on the analysis and review of functional requirements, system features, integration requirements, security requirements, and scalability and performance requirements; prepares reports for leadership highlighting areas for improvement, potential issues and resolution recommendations.

  • Reviews implementation options, discusses approach with systems staff and Users, and utilizing senior level technical experience, uses a collaborative approach to provide positive critique for options presented for technology recommendations as they apply to both new and changing systems requirements.

  • Actively provides technical expertise to inform the ongoing planning and analysis of systems enhancements in support of current or new enterprise services. Collaborates with the IAM team to identify, analyze, recommend and implement appropriate system enhancements that will improve existing information systems, business processes and productivity.

  • Participates in Users committees as required on behalf of UBC IT and the OCIO. Maintains communication with the User community in order to develop a sound knowledge of their business and priorities. Based on client feedback develops recommendations and presents options for improvements and efficiency.

  • Take a self-directed approach to research, ensuring to remain current with industry technology trends in the Information Security and IAM technologies field such as: Privileged Access Management, Multi-Factor Authentication, Business to Consumer, Business to Workforce, IAM program management, SIEM, systems development methodologies, web-services, and applications middleware.  May prepare documentation, communication, or deliver presentations to appropriate technology professionals to share learnings, as appropriate.

  • Provides Tier 2 and 3 operational support for production systems including troubleshooting system problem reports, resolving issues with production systems, defining operational support processes, patching systems and applications, documenting and reporting problems, and providing end user support as required.

  • As part of a team, provides subject matter expertise to inform discussion and decision making with regard to design, implementation, and support of IAM identity stores and log analysis.

  • Develops expertise in the functionality of vendor product(s). Works directly with the vendor’s technical support center in order to resolve product issues.

  • Performs data analysis in preparation for conversion and clean up. Develops and/or prepares conversion programs and procedures; assists with data conversion functions as part of continual service improvement activities.

  • Reviews current support processes and methods of support delivery in order to provide technically accurate solutions to improve customer satisfaction. Brings improvement recommendations to the Team Lead and/or the Manager.

  • Develops, maintains, and prepares communications regarding relevant documentation, including operational procedures and guides for customers, end-users, and application support teams. Provides input and recommendations to leadership on the development of sound business continuity and disaster recovery plans for applications as part of the project delivery.

  • Maintain and update integrations with REST APIs

  • Setup and manage logging, monitoring, and anti-malware products, such as rsyslog, logstash, nagios, monit, AMP, etc.

  • Plans and manages the development of the overall vision for applications and ensures all application projects, functions and operations align with University, IT strategy, mission, vision, principles, goals and objectives and the business needs of customers.

  • Leads medium and large scale applications integration design and development projects, manages assigned project staff, and creates project implementation plans.

  • Analyzes and reviews systems features and requirements.

  • Researches, develops, configures and supports applications infrastructure.

  • Contributes to the introduction and management of technical change to the University’s systems infrastructure.

  • Analyzes emerging industry technology trends and standards that benefit University systems infrastructure.

  • Collaborates with key technology teams across the University.

  • Makes presentations at local, regional, national or international conferences and workshops as well as to partner institutions.

  • Integrates development of best practices, standards, procedures and quality objectives across systems infrastructure or platforms.

  • Provides technical guidance and leadership, coaching, and mentoring to team members.

  • Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.

  • Performs other related duties as required.

Consequence of Error/Judgement

Information Technology plays a key role in enabling the University to achieve its goal of becoming one of the world’s leading universities. The services supported by Information Technology require reliable application systems in order to provide critical functions that support all students, faculty and staff. These systems must be available on a 7×24 basis. 

Decisions and actions taken by the Senior Systems Analyst will have a direct impact on how efficiently and effectively the systems will perform and function. Errors in judgment, poor analysis, or failure to act decisively could have a detrimental effect on these systems. Unreliable systems or failure to meet contractual obligations for performance and availability will damage the reputation of Information Technology and UBC. This could adversely impact the University community, including students, faculty and staff, and could significantly impact productivity, reputation funding and revenue.

Supervision Received
Works under the general direction of the Manager Identity and Access Management and under day to day direction of Application Architects or other senior technical staff as assigned. The Senior Systems Analyst must be able to work independently as well as contributing actively and collaboratively, and openly as a team member.
Supervision Given

May mentor less experienced staff, and other resources within the team as it pertains to application support and maintenance. May oversee deliverables as assigned to Contractors.

Minimum Qualifications
Undergraduate degree in a relevant discipline. In-depth knowledge of applications and the business requirements supporting them. Minimum of five years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

  • Demonstrated expert level experience with the following:

    • Microsoft Active Directory

    • Expert level experience with Azure Active Directory  and  Microsoft Identity Manager (MIM)

    • Terminal Services

    • Enterprise password vault technology (CyberArk) and multifactor authentication

    • Certificate services, distributed files system (DFS), DNS, DHCP, Federation (B2B and B2C)

    • SSO (SAML, OIDC, OAUTH2) and SCIM

    • HA, DR and BCP

    • IAM services such as Shibboleth, CAS, myVPN, DUO (Multi-factor Authentication),

    • SaaS applications and security frameworks

    • Network tools and features related to F5 Big IP, Cisco ISE, NSX Load Balancers, and Cisco FWSM contexts a plus.

  • Excellent PowerShell, Graph API, Visual Studio, GitHub and JSON skills           

  • Experience working with stakeholders and instructors with the demonstrated ability to:

  • Communicate complex technical and business issues in both precise technical terms and approachable plain language

  • Troubleshoot technical and business processes issues in time-sensitive, high-value situations on the phone, via email, and through the ServiceNow ticketing system

  • Synthesize technical knowledge or resolved incidents into processes and KB articles, and liaise with a Helpdesk team to transition support for known issues to Tier-1.

  • Ability to effectively manage multiple tasks and priorities and work under pressure to meet time sensitive and mission critical deadlines.

  • Ability to take initiative and work with limited direction.
