The Broadway Subway Project Corporation (BSPC) is an Acciona-Ghella general partnership to deliver a 5.7 km extension of the Millennium Line, from VCC-Clark Station to Broadway and Arbutus. Once complete, it will provide fast, frequent and convenient service to B.C.’s second largest jobs center, world-class health services, an emerging innovation and research hub, and growing residential communities.

Reporting to the Construction Quality Manager, the Senior Quality Lead is responsible for providing assistance and support to project staff, including but not limited to superintendents, site coordinators, subcontractors, inspectors in the arrangement, reporting, and Quality functions of the project. This is a role that works with the core components of the construction project and the quality management system’s tools and processes. Assigned to lead and manage the day-to-day duties of Quality Inspectors and field activities and assure the scheduled inspection, testing and surveillance activities to confirm contractual quality requirements are followed and met.

Responsibilities

  • Ensures Quality requirements comply, including inspection and testing
  • Assist and review quality documentation, including but not limited to inspection and test plans, inspection checklists, quality records, reports etc. and comply with project quality requirements.
  • Prepare and implement inspection scheduling activities on construction site locations, control and reporting of inspection progress.
  • Participate in the planning of construction operations to ensure work meets the quality requirements.
  • Manage field inspectors to perform the in-process inspection, monitoring, witness tests, and release completed areas as per approved ITPs and project requirements.
  • Cooperate with superintendents, coordinators and management to report quality compliance based on testing and inspection reports.
  • Support the construction roles in the management and control of subcontractors.
  • Manage client and third-party notifications, ensuring they are present for critical inspection activities such as hold and witness points defined within ITPs and inspection requests.
  • Assure the construction inspection and testing activities are performed, maintain the quality traceability system, final product deliveries are received on time, and documentation is complete for turnover purposes.
  • Assist in coordinating and leading Quality Related Meetings. Provide solutions to issues and concerns.
  • Verify, monitor and maintain calibration records properly to confirm the reliability of all measuring instruments and equipment.
  • Communicate inspection findings for self-performed and subcontracted work, evaluate inspection reports highlight issues or action items. Monitor and enforce punch list completion and resolve all open items in a timely matter.
  • Participate in planning of construction operations to ensure work meets the requirements.
  • Identify and report non-compliant Construction Work and supplied product when discovered, and review/ monitor disposition of Non-Compliances with the company quality standards and the project quality plan.
  • Carry out Quality reviews for the construction work packs closeouts ensuring inspection and testing activities are executed and the result is ready for turnover.
  • Coordinate with welding, non-destructive test (NDT) and welder’s qualification activities.
  • Assist, participate and cooperate in all the internal/external audits if required.
  • Collect documentation, coordinate test pack preparation and final turnover documentation activities to comply with contractual documentation and ensure a smooth handover.

  • Passion for quality, with the ability to motivate the team, enforce and comply with quality requirements.
  • Knowledge and experience with CSA A23.1/A23.3/A23.4/G-30.18-09/W47.1/W59-18/ and other relevant specifications.
  • Team player with the ability to meet deadlines, targets and objectives.

Experience/Qualifications:

  • Bachelor’s Degree in engineering or acceptable combination education and or experience.
  • Direct experience in civil works, concrete and deep excavations.
  • Minimum 8-10 years’ experience as a Quality Lead o manager position in the construction of transit projects.

Education:

  • Bachelor’s Degree (preferred)

Experience:

  • Quality lead or Quality manager: 8 years (preferred)
  • LRT: 5 years (preferred)
  • civil construction: 5 years (preferred)
