Our Team:
The Information Technology Services (ITS) Division is essential in supporting the wide range of services the Region offers its residents. You will join a team of 60+ talented, self-motivated technology professionals making a difference by delivering solutions that support the Region’s services
You will enjoy the opportunity to work closely with Project Sponsors and Subject Matter Experts from service owners as varied as subsidized housing and public health programs, to transit and water services. We tackle a broad spectrum of technology solutions including in house application development, configuration of commercial applications, interface development and infrastructure upgrades and expansions to solve unique client challenges.
The Opportunity:
As Project Manager (Information Technology Services) you will manage medium to large ITS projects and initiatives through all phases of the project life cycle. You will be responsible for ensuring the functionality and performance business solution objectives are met on schedule and within scope and approved budget. You will have the opportunity to lead and collaborate with multi-disciplinary, cross-departmental project teams. You will be responsible for developing project work plans, budgets, and staffing requirements.
Apply your Knowledge, Skills & Abilities:
You will lead and provide guidance, assigns priorities, schedules, and work, and monitor the progress of consultants, business analysts, and project team members.
You will use your skills to help design, develop, and maintain project and work plans, and help prepare project charters and statements of work.
You will review client requirements and works with business analysts and project teams to recommend project processes.
You will track and report on project budgets, including payment, tracking, reporting, and approval processes. You will also submit budget papers and receives approval for expenditures, as required.
You will use your expertise to coordinate cross-departmental project activities and resources to meet project milestones and to determine staffing requirements and arrange recruitment/assignment of project staff.
You will review status reports and modify schedules/work plans, as required.
You will have the opportunity to consult with stakeholders and prepare and deliver project reports for key stakeholders and management.
You will have the opportunity to participate on committees to report on project progress, challenges, and resourcing issues. You will prepare presentations to senior management and other ITS staff for same.
You will use your skills and expertise to solve problems and ensure recommendations and resolutions are implemented.
You will coordinate application rollout with other ITS staff, clients, and other stakeholders. You will arrange end user training for new technology applications and business processes.
You will use your knowledge to provide recommendations to clients regarding the purchase of software, equipment, and services, and negotiates contracts on their behalf. You will participate in selecting contractors, vendors, and consultants, with clients and other ITS staff.
You will reconcile consultant claims and review and accept completed work on behalf of the Region. Coordinates request for information and request for proposal documents as needed.
You will work in consultation with external clients when developing/implementing projects. You will exchange information with area municipalities and business partners regarding system implementation and automation.
Performs related duties, as required.
Apply Your Experience at the Region of Waterloo
Knowledge of project management techniques, team building, system analysis, system design, data modeling, business process re-engineering, performance management, information technology applications, and data management, normally acquired through a university degree in a related field (e.g., business administration, computer science, management information systems), plus certification as a Project Management Professional or equivalent, plus progressively responsible related experience.
Knowledge of and ability to comply with policies, procedures, collective agreements, related legislation, and industry standards.
Analytical, organizational, business acumen, and continuous improvement skills to develop project work plans and deliver projects on time, within scope and budget; identify, assess, and mitigate risks; manage multiple projects simultaneously; and adapt to changing priorities and deadlines.
Leadership, communication, and human relations skills to advise and lead committees, negotiate with contractors, communicate with project teams, prepare and conduct presentations, provide feedback and recommendations to project teams and stakeholders, communicate complex technical information to staff with varied levels of technical understanding, and participate as an effective team member.
Ability to write project charters, work plans, proposals, terms of reference, reports, and contracts. Ability to read and understand same, as well as policies, procedures, collective agreements, bylaws, technical publications, articles, and vendor information.
Computer skills with ability to use software such as Microsoft Office, Microsoft Project, programming software (e.g., Eclipse), computerized financial systems, and other project-related software.
Ability to travel within and outside Waterloo Region.
Ability to adjust hours to work when systems are not in use and resolve urgent problems.
Ability to support and demonstrate the Region’s values.
