The City’s Seniors Services and Long-Term Care Division supports Toronto seniors and residents in long-term care homes to have the healthiest, most fulfilling lives possible through exceptional care and services. Vulnerable individuals who reside in the community are supported through adult day programs, supportive housing services, tenancy support and homemakers and nurses services. CareTO is our brand for the culture change we are investing in for the City’s 10 directly operated long-term care homes ( ).The division values Compassion, Accountability, Respect and Excellence which shape our organizational culture, our priorities, and the experiences of all those who live, work, volunteer, and visit.Job DescriptionResponsible for food production, food service and nutritional care to all residents and the supervision of all resident food service areas, the incumbent in this position:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work.
- Authorizes and coordinates vacation and overtime requests.
- Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Develops, recommends and administers the annual budget for the unit and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
- Ensures all residents nutritional care needs are met by conducting nutritional screening at admission, quarterly; and annually, monitoring resident diets; monitoring production of meals.
- Develops care plans with goals and strategies.
- Ensures all therapeutic diets are followed in accordance with established Food and Nutrition guidelines.
- Ensures food production and service meets safety and sanitation standards in accordance with Occupational health and safety, Public health, Divisional and Ministry of Long Term Care (MLTC) Standards.
- Ensures the home meets compliance with all applicable legislation and regulations, including (MLTC) program standards and Public Health standards.
- Participates in the development and monitors a preventive maintenance program for all the food production equipment and service areas.
- Adopts and actively promotes continuous quality improvement in resident dining and the provision of nutritional care and participates in the home’s risk management program.
- Meets with resident’s families as required relating to nutritional care and personal requests/concerns.
- Ensures all standardized menus, including all therapeutic adaptations are implemented.
- Conducts ongoing evaluation with Resident Food committee to meet client’s satisfaction and individual needs.
- Oversees the procurement process and storage of food products, equipment, chemicals and other supplies.
- Liaises with other City departments, e.g. Public Health and private laboratories to ensure food service standards are being met.
- Prepares quarterly reports related to resident nutritional assessment, risk management and various financial reports, i.e. variance reports.
- Ensures efficient waste management with respect to food service.
- Promotes communication by chairing and attending meetings with department staff and other departments.
- Represents and liaises on behalf of the Division with external partners, agencies and service providers; e.g. Meals on Wheels and Public Health.
Key Qualifications:Your application must describe your qualifications as they relate to:
- Experience in the operation of healthcare or institutional food services management, specifically in a long-term care setting.
- Active Member of the Canadian Society of Nutrition Management (CSNM).
- Experience in nutrition screening and meeting nutritional care needs of clients and monitoring diets.
- Experience motivating, leading supervising and/or managing staff in a fast-paced politically-sensitive, unionized environment.
- Experience in the implementation of Ministry of Long-Term Care standards as they relate to food and nutrition.
- Experience in determining budget requirements, performing sound cost analysis with respect to food and labour production and working within budget guidelines.
- Thorough knowledge of quantity food preparation, service, safety and sanitation standards.
- Knowledge of food services methods, materials and equipment employed in a large scale food preparation and serving environment.
- Excellent knowledge of sanitary standards for food service areas and personnel.
- Knowledge of government legislation in the areas of labour, health and safety, employment and human rights.
- Practical and theoretical knowledge of food production and scheduling.
- Ability to report on resident issues to health care team and provide information for patient file.
- Excellent communication skills (both verbally and in writing), at all levels within the Home (i.e. management, front line staff and residents).
- Ability to deliver a high level of Customer Service, Fiscal Accountability, Innovation, Result Orientation and Teamwork.
- Ability to manage human resources and day to day labour relations matters.
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces
