Job Summary ​​The Environmental Health and Safety Specialist (Fire & Life Safety) is a technical position that makes independent judgement and initiative decisions that support the development of strategic direction, compliance objectives and Environmental Health and Safety (EH&S) targets that help lead the institutionalization of standards, procedures, and processes by analysis and interpretation of provincial and federal occupational safety legislation, comprehending complex industry standards, codes and other external safety guidelines. Working closely with key stakeholders internal and external to Dalhousie, this position supports the operational safety requirements while simultaneously promoting a culture of safety for the university.​
Key Responsibilities
  • Oversee the design, development and implementation of portions of the fire and life safety program, such as fire safety plans, fire safety inspections, evacuation procedures, fire drills, and fire wardens to ensure facilities, laboratories, construction projects/sites, and university procedures and protocols meet or exceed regulatory requirements and industry best practices.
  • Manage and administer the university’s automated external defibrillator (AED) program to maximize availability and efficiency of AEDs across the campuses. Liaise with the provincial Emergency Health Services AED Registration Program and provide practical training to university personnel.
  • Develop processes for and oversee effective inspections and audits of buildings and equipment throughout the university to provide advice and promote compliance with regulations such as the National Fire Code, Fire Safety Act, Fire Safety Regulations, Dalhousie policy, and industry best practice to responsible parties (e.g., directors, managers, supervisors, faculty, staff, and students).
  • Lead the development/design of technical content for various EH&S courses (both in-person and virtual), available for delivery to personnel across all levels of Dalhousie, as well as to external parties. Course development involves researching complex technical topics, relevant codes and standards, industry best practices, and collaborating with both internal and external stakeholders.
  • Lead various EH&S Management System activities with subject matter experts from various stakeholder groups, to collect and develop required EH&S Management System information and documentation.
  • Use their expertise in the EH&S Management System and in-depth knowledge of legislation to assess environmental health and safety performance, analyze a variety of complex information to identify performance and data trends, report EH&S system gaps (via verbal and written processes) and communicate adequate recommendations for improvement to the relevant EH&S Manager.
Note The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work) as agreed by all parties based on operational requirements and university guidelines.
Dalhousie’s vaccine mandate has been suspended at this time, and employees no longer need to provide proof of full vaccination. However, health and safety risks to our community will continue to be monitored and a vaccine mandate may be reinstated if necessary.
This position regularly requires travel between the Halifax campuses and external partner institutions as well as periodic travel to the Agricultural Campus in Truro. The position also requires periodic bending, kneeling, climbing, and lifting approximately 15 to 20 kg., and working at elevated heights and confined spaces, and holds the possibility of contamination and/or exposure to laboratory and industrial hazards.
Required Qualifications
  • Undergraduate degree in Management, Arts, or Science or related field with a minimum of two to three years’ relevant work experience (or equivalent combination of training or experience).
  • Demonstrate excellent interpersonal and communication (oral and written) skills.
  • Demonstrate the ability to work independently on multiple projects in a fast-paced, confidential work environment with strong attention to detail, and problem-solving and organizational skills.
  • Strong computer skills, particularly MS Word, Excel, databases and internet research.
Assets
  • Experience with fire safety safety programs such as inspection and fire safety plans, as well as experience developing and delivering training programs.
  • Experience in academic, post-secondary, research, industrial, manufacturing, and/or construction settings .
