This recruitment will be used to fill one full-time Education Program Assistant 2 position for the Division of Extension and Engagement in Malheur County at Oregon State University (OSU). This is a limited duration appointment expected to last until December 15, 2026.

This limited duration Education Program Assistant 2 (EPA 2) position is based at the Oregon State University Division of Extension and Engagement’s (division) Extension Service Malheur County Office and will serve Malheur County. This 4-H EPA 2 is a member of the regional and statewide team of the OSU Extension 4-H Youth Development Program. This 4-H EPA 2 works as a team member to plan and conduct activities that bring 4-H youth development to the community. The position has regular contact with the public to promote awareness and interest in 4-H programs, and engage the public as volunteers, participants, and partners.

The 4-H EPA 2 collaborates with, and supports the efforts of, the managing 4-H faculty member and program staff. This includes organizing and/or supporting specific 4-H events and training programs, providing office assistance to clientele, maintaining records and documentation (both physical and digital), leaders and members involved in the 4-H program in Malheur County, assisting with recruitment, maintaining and carrying out the 4-H program and other Extension programs as needed. This 4-H EPA 2 will provide excellent and empathetic customer service to a broad and diverse audience when assisting the public by answering programmatic questions via phone, in-person, email, and by mail. This individual will also assist the managing 4-H faculty member with the development of culturally inclusive and socially cognizant marketing and promotional materials that ensure communication to a broad and diverse audience.

This individual will work with the managing faculty member to design, develop, maintain and/or carry out 4-H club-based Extension programs that serve broad and diverse populations in an accessible, inclusive, equitable, and socially just manner. This includes complying with Civil Rights and Language/Visual regulations.

The division has built the capacity and expectation for employees to use digital communications and technologies in the modern-day workplace. This reflects our demonstrable commitment to using digital communications tools and changing technologies as a primary way to raise Oregonian’s awareness of and engagement with our organization, programs and resources. These activities will be included in the 4-H EPA 2’s annual plan of work, impact statements and summary of accomplishments/achievements.

This position requires driving/traveling throughout Malheur County.

About Extension 4-H Youth Development Program:

4-H provides young people with intentional, high-quality learning experiences that promote positive interactions with adults and peers, sustained and active participation across time, and opportunities to make meaningful contributions to the world around them. This mission is accomplished through the work of volunteers, youth, community members, and professionals who organize and conduct learning experiences in club, group, community, and family settings. Programs are implemented in a manner that is consistent with the best practices in the field of youth development and respectful of local norms and culture.

4-H Faculty teach, develop materials, coordinate digital outreach activities and provide administrative oversight to a broad array of programs through out-of-school, after-school, in-school, and camping programming. This position oversees all 4-H programming and supervises volunteers with expertise in project areas (e.g., health, outdoor adventures, livestock, shooting sports, leadership, civic engagement, and robotics). Some 4-H experiences involve travel and overnight accommodations. 4-H faculty are required to assure compliance with Federal and State regulations related to youth protection, fund-raising, taxation, and the nonprofit status of 4-H and affiliated organizations. Key Responsibilities

55% – Program Implementation and Delivery

  • Provide leadership in coordination with the managing faculty member to determine community needs and plan educational opportunities that meet the needs of clientele.
  • Provide educational support for 4-H volunteers as needed to implement club based, project based, and special interest programs (as identified by regional 4-H team). Collaborate with 4-H faculty on volunteer recognition activities.
  • Deliver pre-approved non-credit curricula to 4-H youth, demonstrating the 4-H model that involves youth as partners in the learning process.
  • Independently provide pre-approved non-credit curriculum and programs to all populations in an inclusive and culturally responsible manner.
  • Promote and facilitate youth governance and leadership. Encourage and facilitate club involvement in, and leadership for, meaningful community service.
  • Work with regional 4-H team and volunteers to organize and offer county-wide and regional 4-H events for youth and adults, including subject matter clinics, day and overnight camps, field trips, etc.
  • Serve as an effective team member working closely and in collaboration with the regional 4-H faculty member, clients, organizations, and with others in the OSU Extension Malheur County office in the development, delivery, evaluation and reporting of Extension youth programs, initiating program changes as needed.
  • Independently develop written materials and/or activities to supplement curriculum. Conduct educational presentations at fairs and community events. Provide classroom instruction and management practices, as necessary.
  • Develop and deliver culturally inclusive and socially cognizant materials that ensure communication to a broad and diverse audience.
  • Organize and conduct workshops, contests, and committee meetings related to the 4-H Youth Development programs and camps.
  • Recruit and transport youth to regional, state, and national camps (Summer Conference, HDLR, etc.).
  • Develop and document new and alternative methods of reaching newer audiences that have various identities, backgrounds and communication styles.
  • Travel/driving is required to deliver educational programing and services throughout Malheur County.

20% – 4-H Program Administration and Reporting

  • Recruit potential broad and diverse 4-H volunteers (leaders) and manage volunteer application and screening processes.
  • Train 4-H volunteers using pre-approved curricula.
  • In partnership with regional faculty, identify program needs, monitor program plans, and write summary reports.
  • Manage criminal history check renewal process and monitor program reporting compliance requirements including the Youth Program Registry.
  • Mentor new volunteers. Assist them to adopt program delivery techniques that align with 4-H positive youth development goals.
  • Work with regional 4-H team to offer ongoing training for 4-H volunteers.
  • Interpret and explain rules, procedures, and policies to community members.
  • Address volunteer issues and concerns; refer matters to regional 4-H team or supervisor where appropriate.
  • Ensure compliance with state and federal regulations/rules.
  • Provide timely and complete reports of activities. Work with regional 4-H team to evaluate effectiveness and impact of 4-H programs.
  • Manage 4-H enrollment process. Develop and train cadre of volunteers to assist with data management, including middle managers (community club volunteers), who have various identities, backgrounds, and communication styles and expectations
  • Work with regional 4-H team to ensure forms and other data management tools are up-to-date annually.

20% – General 4-H Program Support

  • Handle regular 4-H correspondence. Work with regional 4-H team to provide and distribute regular newsletters, timely periodic announcements, and press releases to announce programs and increase awareness of youth and family events and program outcomes.
  • Provide excellent and empathetic customer service to a broad and diverse audience when assisting the public by answering programmatic questions via phone, in-person, e-mail and by mail, ensuring good communication between the public and Extension.
  • Supply educational materials as needed.
  • Establish and maintain effective relationships with other youth development professionals and keep current on positive youth development efforts in the community and in the statewide 4-H Program.
  • Complete the division’s civil rights training session(s) and coordinate the completion by volunteers.
  • Assist the managing faculty member with the gathering and reporting of appropriate civil rights data from educational programming and outreach activities for the division’s internal civil rights review.
  • Market 4-H and communicate information about 4-H (and other) programs and activities via telephone, news media, personal contacts, correspondence, website, social media, and through the development of marketing/promotional materials.
  • Develop and maintain educational content for displays and exhibits.
  • Follow OSU and division brand guidelines, digital publishing standards and digital contact management data integrity practices for programmatic communications, marketing and engagement.
  • Perform responsibilities as they relate to OSU relationship with County 4-H Association:
  • Coordinate with managing faculty to ensure that County 4-H Association agreements are on file and followed;
  • Follow OSU financial policies, standards, rules, procedures, and best practices and the County 4-H Association agreement;
  • Refer to the 4-H procedures handbook for working with the County 4-H Association.

5% – Program Accountability and Service

  • Assist the managing faculty with creating inclusive environments that make space for a range of learner needs and provide reasonable accommodations.
  • Keep accurate records and provide necessary reports on time as appropriate or deemed necessary to document program effectiveness.
  • Use digital project management, work production and collaboration tools for efficient internal work.
  • Utilize technology as a tool to increase the reach and impact of program delivery on constituents, including participating with Ask Extension and using the division’s customer relationship management system.
  • Attend in-service and professional development training programs to improve technical skills and increase knowledge of Extension methods, youth development education, volunteer development, working with broad and diverse audiences, and other topics needed for program effectiveness.
  • Attend 4-H staff meetings and training required for the position, including opportunities to build basic knowledge and consistent skills to use digital communications, marketing and engagement technologies relevant to position duties.
  • Develop, update, and provide 4-H educational materials, program information and outreach activities using digital communication and engagement tools and systems such as the Extension website and social media.
  • Contribute to and prepare program related reports and publications using methods to reach an audience from broad and diverse backgrounds and cultural identities.
  • Perform other duties as assigned.

What We Require

Associate’s Degree and three years of work experience (paid or volunteer) supporting community programs that serve children, youth or adults OR Bachelor’s Degree and one year of work experience (paid or volunteer) one year of which must be working in youth development programs, adult education, teaching, program delivery or related functions OR Five years experience in a field related to the duties of the position AND a high school diploma or equivalent. AND Demonstrated oral and written communication skills. Demonstrated skill to work with diverse audiences. Demonstrated skill to use computers for word processing, data management, and communications.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

  • Ability to transport (lift, carry, push and/or pull) up to 30 lbs. of instructional materials and/or equipment.
  • Position duties will include working in varied working environments including professional offices and county fairs.
