Duties

  • Plans/supervises/manages/leads employees responsible for contract post award administration, pricing and negotiation, contract payment and funding, and contract closeout.
  • Ensures consistent application of policies and procedures across the team for assigned processes/areas of expertise.
  • Supervisory duties include assigning workload, on-the-job training, deciding the acceptability of work products, and annually reviewing subordinates.
  • Assigns work, monitors/evaluates work performance, manages resources, and develops plans.
  • Represents the team on ad hoc groups, committees, and boards about personnel, resources, budget, and organization.
  • Performs Position and Resource Management functions such as determining the knowledge, skills, and abilities related to work performance.
  • Coordinates/collaborates with the Contract Management Office (CMO) Contracts Director on resourcing and workload decisions.
  • Determines the staffing level needed, requests the resources required, and allocates personnel to adequately and effectively perform team operations.
  • Leads subordinates and provides technical guidance to other DCMA managers and their personnel about contract administration/management.

  • Chief of Mission Physical: Department of State requires a thorough medical examination and various vaccinations. Family members must also pass a medical examination (the cost for family members is not covered by the Agency).
  • FACT/CTAT-Various vaccinations such as, but not limited to: Anthrax, Chickenpox, Hepatitis A and B, Typhoid, Influenza, M-M-R, Pneumococcal, Polio, Rabies, Tdap, and Typhoid may be required.
  • FACT/CTAT-Foreign Affairs Counter Threat (FACT) Training is a mandatory Department of State 5 day training course for employees who travel to certain overseas locations. Once completed the certification is valid for 5 years.
  • Passport/Visa for selectee and family members may be required.
  • Immunizations for selectee and family members may be required.
  • Must be able to obtain and maintain a Government Travel Charge Card (GTCC).
  • Tour Length: 36 Months Accompanied
  • The incumbent of this position must possess a valid state driver’s license and is required to use a government car as necessary.
  • Pre-Employment Physical Required
  • The incumbent must be prepared to utilize Government-owned vehicles/commercial air/Government air.

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of “A” above.

B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Leading and/or providing technical advice and assistance to a group of employees responsible for contract administration.
  • Performing post award administration, contract payment and funding, contract close out, financial analysis and contract negotiation in order to execute a wide range of contracting functions

Education

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

  • Selectees initially recruited from the US may receive certain foreign allowances IAW Dept of State Standardized Regs and may be subject to additional approval. Visit DSSR.

  • Medical and DoD Dependents Schools special education services may not be available in the immediate location of this position.
  • If an employee brings a child to an OCONUS location and that child is entitled to attend a DoD school on a space-required basis, the DoDEA and the Military Dept responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services. If an employee brings an infant or toddler (up to 3yrs of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis, then the Military Dept responsible for Early Intervention Services will provide the infant or toddler with the required EIS.   • Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement OCONUS may require you to initiate a change in your health benefits plan to ensure coverage. If an employee brings a family member to an OCONUS location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
